For the dipping sauce:
- 2 tbsp. low sodium soy sauce
- 1 tbsp. rice vinegar
- 1 tbsp. minced ginger
- 1/2 tsp. red pepper flakes

Instructions:
- Firstly, season the thinly sliced sirloin steak with minced garlic, light soy sauce, and pepper. Let it marinade for 15 minutes.
- While the steak is marinating, prepare the veggies (carrots, bell peppers, and spinach) and cook the quinoa. Set these aside.
- Lay out a slice of steak and place a spoonful of cooked quinoa, followed by a layer of veggies on one end. Carefully roll up the steak tightly and secure it with a toothpick. Repeat with the remaining steak slices.
